Welcome to the official booking platform ("the Platform") for WorldSkills Shanghai 2026 (WSC2026, the Competition, or the Event). The Platform is operated by the WorldSkills Shanghai 2026 Executive Bureau ("WSS2026", "we", or "us"). This Personal Information and Privacy Protection Policy applies to your access to the Event's official website, the official app, the official WeChat mini program, and the official Alipay mini program of WSS2026, and related mobile services.
References in this Policy to "you" or "user" include Professional Visitors, Group Visitors, Individual Visitors, and Overseas Visitors of the Competition, as well as any other persons who access, browse, register for an account on, log in to, or use the Platform's services.
We attach great importance to the protection of your personal information. This Policy is formulated in accordance with the laws, regulations, and standards with the aim of explaining how we process and protect your personal information, and how you may safeguard your own lawful rights and interests.
Please read this Policy carefully and confirm that you fully understand its contents before using the Platform's products and/or services for the first time, and make appropriate choices in accordance with the guidance set out herein. We have used bold formatting to highlight provisions concerning your personal sensitive information to draw your attention.
By ticking the "I have read and agree to the Personal Information and Privacy Protection Policy" box, or by submitting your visitor registration information, you expressly agree that we may collect, use, retain, share, transfer, publicly disclose, and protect your personal information in accordance with this Policy.
If you do not agree with this Policy or any of its provisions, you must immediately cease registration, log-in, or use of the Platform's services. If you have already registered an account but do not agree with this Policy or any update thereto, you have the right to cancel your account or cease using the Platform's services.

Part 1:Definitions
1.1Platform functions or services
Means the integrated multi-terminal system developed, operated and managed by the Competition Organizer, which provides visitors with booking and registration, E-Pass acquisition, entry verification, Competition information, enquiries and feedback, and related support services. Platform Services comprise the Competition's official website, the WSC2026 official app, the official WeChat mini program, the official Alipay mini program, and other related mobile services.
1.2Provider of platform functions and services
Means the WorldSkills Shanghai 2026 Executive Bureau (WSS2026).
1.3User
Means any natural person, legal person or other organization that accepts this Policy, unless otherwise specified herein.
1.4Personal information
Means various kinds of information recorded in electronic or other forms relating to an identified or identifiable natural person, singly or in combination with other information, including but not limited to name, gender, email address and mobile telephone number, and limited to the categories necessary to achieve the service purposes described herein.
1.5Personal sensitive information
Means personal information the leakage or unlawful use of which is likely to infringe upon the personal dignity of a natural person or endanger the safety of their person or property, including but not limited to biometric information, specific identity information, identity document numbers, identification photographs, location tracks and personal information of children under 14 years of age.
1.6Deletion of personal information
Means the act of removing personal information from the systems involved in day-to-day operations, rendering such information incapable of being retrieved or accessed.
1.7Online services
Means services provided by the Platform to users via the internet in connection with the Competition, including business promotion, service processing, service enquiries and activity consultation.
Part 2:Platform service content
2.1Online services provided by the platform to users
1.Information services such as Event-related news, announcements, spectator guides, and venue directions.
2.Services including registration and log-in, booking submission, review status inquiry and access credential (Accreditation Badge and E-Pass) acquisition for Professional Spectators, Group Spectators, Individual Spectators and all accredited personnel.
3.Supporting services such as entry identity verification and on-site spectator management.
4.Client services such as spectator inquiries, feedback, and suggestions.
5.Ancillary travel guidance services such as transport and parking reservations
6.Other spectator-related services provided by the Platform to users.
2.2Service adjustments
The Platform reserves the right to adjust the specific content of its online services in accordance with the actual circumstances of the planning and delivery of the Event. Service contents are subject to change at any time without advance notice, and the Platform makes no commitment as to the provision or non-provision of services. The Platform shall bear no liability for compensation or reimbursement where a user is unable to continue using part or all of the services due to service adjustments, changes or termination.
2.3Fees
The Platform provides network services only. Costs associated with communication equipment (such as computers and mobile phones) and communication services (such as broadband fees and mobile data charges) shall be borne by the user. The Competition is free of charge to all visitors. No booking fee, admission fee, or other additional charge shall apply.
Part 3:Legal statements
3.1Ownership of rights
The signs, logos, text, graphics, and combinations thereof of WSC2026 and this Platform, as well as other marks and service names of this Platform, are proprietary marks of the Event in China and other jurisdictions. Without our written consent, no person may in any manner display, use, or otherwise deal with the foregoing (including but not limited to reproduction, communication, display, mirroring, uploading and downloading), nor may any person represent that he or she is authorized to display, use or otherwise deal with same.
All products, services, technologies and all applications on the Platform, and all intellectual property rights therein, are owned by the Platform or its rights holders. Unless otherwise stated, the Platform owns all rights (including but not limited to copyright, trademark rights, patent rights, trade secrets and all other related rights) to all information published on the website (including but not limited to text, graphics, images, audio, video, layout design and electronic documents). Without our or the relevant rights holder's permission, no entity or individual shall use any of the foregoing content. Where browsing, copying, printing and distribution of information content belonging to the Platform's functions and services is authorized, such content shall not be used for commercial purposes and the source must be cited together with an attribution of rights ownership to us.
If a user violates this Policy or applicable laws and regulations, the Platform reserves the right to take measures including but not limited to suspending or terminating services, canceling the account and reporting to the relevant authorities, and shall bear no liability arising therefrom.
3.2Limitation of liability
All information uploaded, provided or published by users of the Platform, including but not limited to personal identity information, organizational information, contact information and related images, is provided by the user. The user shall bear full legal responsibility for the truthfulness, accuracy and completeness of all such information.
The Platform hereby reminds you that during your use of the Platform's functions and services, you shall comply with the laws of the People's Republic of China, shall not compromise cybersecurity, and shall not use the Platform's services to engage in activities that infringe upon the reputation, privacy, intellectual property rights or other lawful rights and interests of others. Except where caused by the Platform's intentional or grossly negligence, the Platform shall bear no liability arising from your use of the services. If you engage in conduct that violates this Policy or applicable laws and regulations, the Platform reserves the right to take measures including but not limited to suspending or terminating services, canceling your account and reporting to the relevant authorities, and shall bear no liability arising therefrom.
3.3Intellectual property rights protection
We respect and attach great importance to the protection of intellectual property rights, and oppose and combat acts that infringe upon intellectual property rights. Where any organization or individual considers that the functions services provided by the Platform may infringe its lawful rights and interests, it may submit a written rights notice to us through our official consultation email, accompanied by lawful and valid supporting evidence. We will handle such matters in accordance with the law as soon as practicable after receiving the rights holder's written notice and supporting evidence.
3.4Filming and photography
Visitors may be filmed and photographed during the WSC2026. WSS2026 and WSI carry out general filming and photography of the event scene at WSC2026, for example, wide-angle, crowd, and venue shots of competition areas, ceremonies, and official functions in which visitors may appear.
This general event-scene photography relies on the legitimate interest of WSS2026 and WSI in documenting, promoting, and commemorating the Event and in promoting Technical and Vocational Education and Training. The resulting images and recordings may be used, without limitation:
in promotional or commemorative videos and photographs for WSC2026, WSI, and its Global Partners and Event Sponsors;
in materials promoting Technical and Vocational Education and Training, WSI, and its Members, Global Partners and Event Sponsors, distributed worldwide and licensable to third parties; and
by Global Partners and Event Sponsors for commercial purposes, provided that they inform WorldSkills of what photos will be used and in what capacity. WorldSkills reserves the right to deny usage of the photo(s) if it will reflect negatively on WorldSkills or be contrary to WorldSkills goals and objectives.
Before relying on this legitimate interest basis, WSI has weighed this interest against your interests, rights, and freedoms and has taken account of the reasonable expectation of being filmed or photographed at a large public event of this kind.
This basis does not extend to any use of your image that would require a separate, specific consent under applicable law.

4.1How we collect and use your personal information
4.1.1Circumstances and categories of personal information we collect
Account registration and visitor booking
1.When you register a Platform account, we will collect from you the essential basic account information, including: mobile phone number or email address, account password, for the purposes of account log-in, identity verification, password recovery, and receiving Competition notifications.
2.In accordance with the Visitor Registration and Booking Rules for WorldSkills Shanghai 2026, all visitors shall strictly comply with the one-person-one-credential real-name registration requirement. We will collect the following essential spectator information:
General basic information: nationality, full name, gender, ID document type and number, contact telephone (for Chinese mainland personnel), email address, place of residence (for Chinese mainland personnel), place of household registration (hukou) (for Chinese mainland personnel), and preferred competition date and session.
Additional information collected from Professional and Group Visitors: affiliated organization, VET institution or school, and invitation code.
Individual spectators (who are Chinese mainland personnel and holders of a Mainland Travel Permit for Hong Kong and Macao Residents or a Mainland Travel Permit for Taiwan Residents) must additionally upload a photograph of the original information page of their identity document, for identity verification and badge production.
Accompanying adults: For spectators under 16 years of age, the identity information of the accompanying adult must be provided. Each account may book for up to four visitors (including the account holder) for the same session in a single submission, and we will collect the above information for all persons declared.
3.ID document usage: Domestic Visitors (visitors from mainland China) may only use their Resident ID Card for booking. Holders of a Mainland Travel Permit for Hong Kong and Macao Residents or a Mainland Travel Permit for Taiwan Residents must use the corresponding permit for booking. International visitors must use their valid passports for booking.
4.Once information has been submitted, identity information may not be modified. Please verify carefully before submitting.
Account cancellation
You have the right to cancel your account at any time. After you cancel your account, we will cease providing services to you and will delete or anonymize your personal information in accordance with applicable laws and regulations.
Note: Account cancellation is irreversible. After cancellation, you will be unable to use any services or entitlements associated with that account.
Entry verification and on-site management
To implement real-name entry requirements and ensure public safety at the Competition, you must cooperate with identity verification before entry. We will verify the consistency between your booking information, identity document and your person, ensuring that the person, credential and information all match for admission. Such verification records shall be used solely for entry management and security traceability, and the retention period shall comply with applicable laws and regulations.
Inquiries and client service
When you contact us by telephone, email or other channels to make an inquiry or report a problem, we may retain your correspondence or call records, account information, contact details and other materials you provide to substantiate relevant facts, in order to safeguard your account security, verify your identity, and facilitate the recording of problem resolution proposals and outcomes.
Information generated through use of the platform's functions and services
1.Device information: To ensure the secure and stable operation of the Platform, identify abnormal account status and optimize product and service compatibility, we will, in accordance with the permissions you grant during software installation and use, receive and record device-related information (such as device model, device identifier, system version, device public IP address, browser user agent and network type).
2.Log information: When you use our website or client services, we will automatically collect detailed usage information and retain it as network logs, including your access date and time, page browsing records, operation behaviour and search query content.
3.Non-Personal Information: Device information, log information and search keywords do not, by themselves, identify a specific natural person. Where we combine such non-personal information with other information to identify a specific natural person, or combine it with personal information, such non-personal information shall be treated as personal information during the period of combined use. Except where we have obtained your consent or as otherwise provided by applicable laws and regulations, we will anonymize or de-identify such information.
Obtaining your personal information from third parties
We may indirectly obtain your personal information from third parties, but only in the following circumstances: where we have confirmed that the third party has obtained your consent for sharing the relevant data, or where the third party is permitted or required by law to disclose your personal information to us. We will require third parties to warrant the legality and compliance of the source of personal information. Where a third party has acted unlawfully, we will expressly require it to bear corresponding legal liability.
4.1.2How we use your personal information
1.For visitor booking review, badge production and issuance, entry identity verification, and to ensure good order and public safety at the Competition.
2.For identity verification, client service, security precautions, fraud monitoring, archiving and backup, to ensure the security of the services we provide.
3.To send you necessary notifications including review results, Competition reminders, and spectator guidelines.
4.To optimize the booking system, improve the service experience, and enhance visitor service quality through de-identified data analysis.
5.For software authentication and management of software upgrades.
6.To invite you to participate in satisfaction surveys regarding our services. WSI will contact you by email after WSC2026 to invite you to complete a voluntary follow-up survey about your experience at the event. Your email address will be used for this purpose only. Your email address will be retained for no longer than six months after the survey closes, after which your email address is deleted.
7.After collecting your personal information, we will use technical means to de-identify the data. De-identified information cannot identify the data subject. Subject to compliance with applicable laws and regulations, we have the right to conduct aggregate analysis and utilization of user databases including your personal information
8.Where we intend to use information for purposes not specified in this Policy, we will seek your consent in advance.
4.1.3Mobile client permission details
1.To ensure the security of your mobile usage, the authenticity of your login identity and account security, we need to collect basic information about your terminal device, including MAC address, unique device identifier, network IP, terminal model and version, and network types.
2.To enable the mobile client to load pages normally, save E-Passes and upload ID photographs, you must authorize the mobile client to access terminal storage permissions.
3.Where you need to take and upload ID photographs or verification photographs, you must authorize the mobile client to access camera permissions. If you do not grant such authorization, the corresponding function or service will not be available
4.Where you need to use venue navigation or transport guidance, you must authorize the mobile client to access location permissions. If you do not grant such consent, the corresponding service will not be available
5.Where you need to receive Competition notifications and review result reminders, you must authorize mobile notification permissions. You may disable these functions at any time in your device settings
6.All of the above consents may be viewed and cancelled in your device settings. Disabling permissions will not affect the use of core booking services.
4.1.4Exceptions to consent
To the extent permitted by law, we may collect and use your personal information in the following circumstances without obtaining your consent, and we may not respond to your requests for correction or modification, deletion, account cancellation, withdrawal of consent, or access to information:
1.Where relating to national security or national defence;
2.Where relating to public safety, public health or major public interest;
3.Where relating to criminal investigation, prosecution, trial or enforcement of judgments, or other judicial or administrative enforcement proceedings;
4.Where necessary to protect your or another individual's life, property or other vital lawful rights and interests, but consent cannot be obtained from the data subject in a timely manner;
5.Where you have publicly disclosed personal information;
6.Where personal information is collected from lawfully publicly available information, such as lawful news reporting or government information disclosure;
7.Where necessary for entering into or performing an agreement or other written document to which you are a party;
8.Where necessary to maintain the secure and stable operation of the products and/or services provided, including detecting and resolving faults;
9.Where necessary for lawful news reporting;
10.Where necessary for an academic research institution to conduct statistical or academic research in the public interest, and where personal information in the results provided externally has been de-identified;
11.Other circumstances as provided for by applicable laws and regulations
Please note that your consent to our use of the above information and permissions constitutes your consent for us to collect and use such personal information. Disabling permissions constitutes your revocation of such authorization, whereupon we shall no longer collect and use your personal information, nor shall we be able to provide the corresponding services. Your decision to disable authorizations will not affect the processing of personal information previously conducted pursuant to such authorization. You may refer to section [V. Your Rights] for detailed information on how to revoke authorization. Except for the foregoing exceptions, all personal information we collect and use is obtained through lawful channels following your authorization. We do not indirectly obtain your personal information from any unlawful source.
4.2How we use cookies and similar technologies
4.2.1Cookies
To provide you with a smoother browsing experience, when you use the functions or services of this Platform, we may identify you through Cookies technology to help you avoid repeatedly entering account information, or assist in assessing your account security. These data files are used to optimize your access experience, and certain services can only be provided through the use of Cookies.
If your browser or browser add-on services permit, you may modify your acceptance of Cookies or decline the Platform's Cookies; however, declining Cookies may in certain circumstances prevent you from using the Platform’s functions or services that depend on Cookies.
4.2.2Pixel tags and client-side beacons
We may collect information about your web browsing activities through electronic pixel tags (web beacons), such as pages visited, duration of stay and browsing environment, for the purpose of optimizing page display and service experience.
4.2.3Do Not Track
Many web browsers are equipped with a Do Not Track function, which can issue Do Not Track requests to websites. Currently, major Internet standards organizations have not yet established policies specifying how websites should respond to such requests. However, if your browser has Do Not Track enabled, all our websites will respect your choice.
4.3How we entrust, share, transfer and publicly disclose your personal information
4.3.1Entrusted processing
Certain modules or functions may be provided by external service providers, such as booking system operation and maintenance, SMS/email notification delivery, credential production, and technical security services. For companies, organizations and individuals to whom we entrust the processing of personal information, we will enter into strict confidentiality agreements requiring them to process personal information in accordance with our requirements, this Policy and other confidentiality and security measures, and prohibiting use for any other purpose.
4.3.2Sharing
We will not share your personal information indiscriminately. We share it with third parties only in the following circumstances:
1.To fulfil statutory duties and ensure public safety at the Competition, we share necessary identity and booking information with public security, emergency management and other authorities pursuant to mandatory requirements of laws, regulations, or administrative or judicial authorities;
2.To provide visitor services including entry verification and on-site security screening, we share necessary booking identity information with on-site security and verification service providers at the Competition, solely for the corresponding service purposes;
3.Where we have obtained your explicit consent, we share your personal information with the third party designated by you;
4.We will share your personal information with our affiliates, but only necessary personal information shall be shared, subject to the purposes set out in this Policy. Where sensitive personal information is shared or an affiliate changes the purpose of use, we will obtain your separate consent anew;
With respect to companies, organizations and individuals with whom we share personal information, we will enter into strict confidentiality agreements requiring them to process the information in accordance with the agreed purposes and methods. The Platform shall be liable only for its own acts and shall not bear joint and several liability for any personal information leakage, misuse or other unlawful act caused by a third party's own conduct.
4.3.3Transfer
We will not transfer your personal information to any company, organization or individual, except in the following circumstances:
1.In accordance with Chinese laws and regulations, and based on the data processing agreement signed between us and WorldSkills International (WSI), we will process relevant data and transfer it to WSI to measure the impact of its Events and Activities in order to look ahead for opportunities and look beyond for creating greater impact. Additionally, WSI collects personal data on all participants for understanding the profile and backgrounds and identifying patterns and trends for strategic development. Data from domestic visitors will be anonymized prior to transfer.
2.With your explicit consent, we may transfer your personal information to a third party;
3.In the event of a merger, acquisition, dissolution or bankruptcy liquidation involving the transfer of personal information, we will inform you of the transfer and require the new entity holding your personal information to continue to be bound by this Policy; otherwise, we will require it to obtain your consent anew.
4.3.4Public disclosure
We will publicly disclose your personal information only in the following circumstances:
1.Where you have given your explicit consent;
2.Disclosure required by law: Where disclosure of necessary personal information is mandated by legal proceedings or competent government authorities.
4.4How we protect your personal information
4.4.1Information storage location
We will store all collected information on servers located within the territory of China and will not conduct any cross-border transfer, except as otherwise provided by applicable laws and regulations.
4.4.2Information retention period
We will retain your personal information only for the period necessary to achieve the purposes described herein: information relating to visitor booking, identity verification and credentials shall be retained for no longer than six months following the conclusion of the Competition; where applicable laws and regulations provide otherwise, such provisions shall prevail. Upon expiry of the retention period, we will irreversibly delete or anonymize the personal information. Backup information that cannot be deleted immediately due to technical limitations will be retained only for the minimum necessary period, with access strictly restricted.
4.4.3Security protection measures
We attach great importance to the security of your personal information. In strict compliance with the Cybersecurity Law, the Data Security Law, the Personal Information Protection Law, the Provisions on the Protection of Personal Information of Telecommunications and Internet Users, the Information Security Technology – Personal Information Security Specification, the Basic Requirements for Classified Protection of Cybersecurity and other applicable laws and regulations of the People's Republic of China, we have established an information security assurance framework and adopted technical and administrative measures to protect the security of your personal information:
1.We have established a data security management system covering the full data lifecycle, enhancing system security across multiple dimensions including organizational development, institutional design, personnel management, and product technology;
2.We employ technical measures including encrypted storage, data desensitization, access control and security auditing to prevent unauthorized access to, leakage, alteration or destruction of personal information;
3.We have established a dedicated information security department and an emergency response team, and conduct regular security training and emergency drills to ensure information security;
4.We adopt reasonable and practicable measures, follow the "minimum necessary" principle, and do not collect personal information unrelated to spectator services.
4.4.4Security incident handling
To address risks of personal information leakage, damage or loss, we have established a tiered security incident response system and emergency plans. In the event of a personal information security incident, we will promptly inform you of the basic circumstances of the incident, its potential impact, measures taken and to be taken, risk prevention recommendations and remedial measures, and will report to the regulatory authorities as required. Where it is impracticable to notify each individual, we will issue a public announcement in a reasonable and effective manner.
4.5Your rights
4.5.1Access to your personal information
Unless otherwise provided by applicable laws and regulations, you have the right to log in to your booking account at any time to view your own booking information, review status and credential information, as well as that of the persons you have registered. You may also contact us through the channels set out in [Section X: How to Contact Us] to exercise this right.
4.5.2Correction of your personal information
Before your booking information is submitted for review, you may modify the declared content in your account. After the information has been submitted and enters the review process, where you discover that the identity information or competition session details are inaccurate or incomplete, you may contact us for verification, correction or supplementation.
4.5.3Deletion of your personal information
In the following circumstances, you may submit a request to delete your personal information through our official inquiry channels:
1.Where our processing of personal information violates applicable laws and regulations;
2.Where we collect or use your personal information without obtaining your consent;
3.Where our processing of personal information violates our agreement with you;
4.Where you cancel your booking and no longer require the relevant services;
5.Where the Competition has concluded and the information has exceeded the retention period.
If we respond to your deletion request, we will simultaneously notify the entities that have obtained your personal information from us to delete it promptly (unless otherwise provided by applicable laws and regulations). Information in backup systems will be deleted at the next scheduled update, within a maximum of six months.
4.5.4Changing the scope of your consent, or withdrawing your consent
You may change the scope of consent for storage, camera, location and other permissions through your device system settings, and you may disable Competition notification pushes through the Platform settings.
Upon withdrawal of consent, we will be unable to continue providing the corresponding functions or services, and will no longer process the relevant personal information, but this shall not affect information processing previously conducted based on such consent.
4.5.5Cancellation of your account
You may log in to your account and apply to cancel it through your personal settings. After account cancellation, we will cease providing services and will delete or anonymize your personal information in accordance with applicable laws and regulations.
4.5.6Obtaining a copy of your personal information
You may contact us to request a copy of your personal information, and we will provide it to you after verifying your identity.
4.5.7Responding to your above requests
For security purposes, you may be required to provide identity documentation to verify your identity. Unless otherwise provided in this Policy, we will respond to your request within 15 working days.
In principle, we will not charge fees for reasonable requests. For repeated requests that exceed reasonable limits, we may charge a reasonable cost fee as appropriate. We will be unable to respond to your request in the following circumstances:
1.Directly related to national security or national defence;
2.Directly related to public safety, public health or significant public interest;
3.Directly related to criminal investigation, prosecution, trial or enforcement of judgments;
4.Where there is sufficient evidence that you have acted with subjective malice or abused your rights;
5.Where responding to your request would cause serious harm to the lawful rights and interests of you, other individuals or organizations;
6.Involving trade secrets or state secrets.
4.6How we process children's personal information
The functions and services of the Platform are primarily intended for adults. Without the consent of their guardian, minors shall not create their own user accounts.
We do not actively and directly collect personal information from minors. Where we collect children's personal information with the consent of their guardian, we will use or publicly disclose such information only as permitted by law, as consented to by the guardian, or as necessary for the protection of the child.
Notwithstanding differences in the definition of minors under local laws and customs, we consider any person under 18 years of age to be a minor (or child) for the purpose of this policy.
Where we discover that we have collected a child's personal information without prior verifiable guardian consent, we will delete the relevant data as soon as possible.
Where a user registers for or uses the Platform's services using a false identity to pose as a minor or guardian, the Platform shall bear no liability arising therefrom.
The Platform maintains dedicated mechanisms for protecting children's personal information. These include a dedicated channel for guardians to withdraw consent, the isolated storage of children's information separate from general user data, and access restricted to authorized personnel and prohibited for commercial analysis. 1.In accordance with the Competition's spectator rules, persons under 16 years of age must be accompanied by an adult when entering the venue. Certain competition areas have elevated noise levels, where entry is not recommended for children under 6 years of age.
